    • SR 14035 – The TAA registration screen has been modified to add a new Special Initiative Indicator - “Skilled Trades Training Fund”. The field is not required and is accessible for all MWAs. Additionally, the report selection criteria of the TAA721 report has been modified to include the “Skilled Trades Training Fund” indicator.

    • SR 14030 – Improvements have been made to all QG reports so they are now more “printer-friendly”. The reports have been revised so all columns fit on the width of the page when printing using portrait mode. MWA’s will now be able to print separate and/or several sections of the report and additional filtering options have been added.

    • SR 13130: A new “QG 160-S Statewide Summary” report is available on-demand via the “Special Functions” tab. This report allows MWAs to see all MWA’s QG-160 Work Participation Rates. MWAs are able to order the report for up to a maximum of 12 months.
    • SR 13132: A new “QG 163-S Statewide Summary” report is available on-demand via the “Special Functions” tab. This report allows MWAs to see all MWA’s QG-163 Work Participation Rates. MWAs are able to order the report for up to a maximum of 12 months
    • SR 14028: The existing QG 150, 151, 152, 153, 154, 155, 160, and 163 report order criterion has been altered so MWAs have the ability to order the reports by Single/Two or ALL options. Additionally, the QG reports that include a 'Countable Hours' column have been modified so the countable hours are reflected after averaging (according to Federal Reporting Rules) has been applied.

    • SR 13150: Wagner Peyser participants who are part of Veterans Retraining Assistance Program (VRAP) will now be reflected on the WIA funding source screen. If a WP participant has a 'VRAP Membership Code' with an assigned date that overlaps with a WIA registration, then 'VRAP' will be reflected on the Grant Number 3 field of the WIA funding source screen. These changes were made to comply with recent USDOL reporting requirements.

    • SRs 14005 and 14006: Effective immediately, the WIA ADULT/DW E-P-MIG and the WIA YOUTH E-P-MIG are WDA's official guide for WIA within OSMIS. Access to the WIA ADULT/DW E-P-MIG and the WIA YOUTH E-P-MIG are available from the OSMIS link on the WIA main entry screen. The WIA P-MIGs in Word format will no longer be updated or distributed. Future changes to OSMIS screens affecting WIA will have a corresponding update to the WIA ADULT/DW E-P-MIG and/or the WIA YOUTH E-P-MIG prior to implementation and will not require a Policy Issuance; however, a Policy Issuance may be required that is unrelated to the E-P-MIG itself.

    • SR 13108: Effective immediately, the TAA E-P-MIG is WDA's official guide for TAA within OSMIS. Access to the TAA E-P-MIG is available from the OSMIS link on the TAA main entry screen. The TAA P-MIG in Word format will no longer be updated or distributed. The TAA E-P-MIG does not, however, replace the TAA Manual. Future changes to OSMIS screens affecting TAA will have a corresponding update to the E-P-MIG prior to implementation and will not require a Policy Issuance; however, a Policy Issuance may be required that is unrelated to the E-P-MIG itself.

    • SR 13111 - A new addition 'Instrument Panel' has been added to OSMIS for Welfare Reform participants. The Instrument Panel houses information specific to the referral, which includes the current OSMIS Information and status, DHS Information and status, Required Hours, Triage(s), Activities and their associated actual hours, and Support Services in one location. The Instrument panel also allows a user to easily access the path to order Countable Hours and Limits History reports.
    • SR 13112 - The 'Countable Hours' report has been modified to accurately capture and display details regarding the hours that count toward the client's monthly required hours goal. The 'Countable Hours' report produces monthly reports and provides a separate summary of the participant and of the case.
    • SR 13113 - The 'Limits History' report has been modified to accurately capture and display details regarding the client's lifetime, yearly and/or monthly hours limit for Job Search/Job Readiness, Vocational Educational Training (VET), Excused Absences and Holidays.
    • SR 13114 - The QG Report series is now available in OSMIS on an 'on-demand' basis for MWAs direct use. The monthly QG reports provide information on the Work Participation Rates and are updated to reflect data entered as of the previous day. Participant level QG reports allow the user to toggle between display options, including 'Show WPR Stats' and 'Hide WPR Stats'

The new ‘Add Quarter’ field is available to all MWAs.

    • SR 13022 – A new WR section called ‘Non-Compliance Warnings’ has been added to OSMIS. This functionality will allow MWAs to track warnings given to clients before they are assigned to triage. New selections have been added to the‘Applicant Search’ menu for ‘Enter’ and ‘Update’ ‘Non-Compliance Warnings’. Also added is a new blue button called ‘Non-Compliance Warnings’ at the bottom of individual WR screens. A new report called ‘WFWARNING’ is available to users. This report lists all PATH participants with an active ‘Non-Compliance Warning’ that was issued within the specified date range on the report selection criterion. The ‘Industry Cluster’ field will allow OSMIS to collect data on individuals that are served by an Industry Cluster strategy per Michigan’s Industry Cluster Approach Guidelines. If the individual was provided a service as a result of the industry cluster work, please select one of the ‘Industry Cluster’ drop-down options, which include 1) Agriculture, 2) Health Care, 3) Energy, 4) Information Technology and Media, 5) Manufacturing and 6) Other Industry. Additionally, when entering a TAA or WIA manual exit, the user will be prompted to add/modify the ‘Industry Cluster’, if applicable. This field is not required and is accessible for all MWAs.

    • SR 12128 - The TAA registration screen has been modified to add a new field ‘Received Rapid Response Assistance’ to the existing TAA Eligibility section. If the participant receives Rapid Response services, select “Yes”. This field is not required and is accessible for all MWAs. The field has been added to the TAA_REG APEX table.
    • SR 13005 - The TAA training activity (109, 110, 111 and 130) screens have been modified to add two new fields. ‘Is training expected to lead to Associate’s degree?’ is a required field and must be indicated “Yes” if the participant is enrolled in training that will lead to an Associate’s degree. ‘Training funded through TAACCCT grant funds’ is an optional field and can be indicated “Yes” if the participant is enrolled in training that is funded by the Trade Adjustment Assistance Community and Career College Training (TAACCCT) Grant Program. Both fields are accessible for all MWAs and have been added to the TRANSACTION APEX table.

  • The following Wagner Peyser Holding file Service Request has been completed
    • SR 13015 – Above your customer’s name on the holding file page is the 'To enter information about contact attempts for the Holding File record click here'. After the third attempt date is entered and after the submit button is clicked, the 'Remove Customer from Holding File' button will display at the bottom of the holding file page the following day.
    • On the holding file page clicking on 'Customer Not Displayed' will create a new Wagner-Peyser registration from the holding file. Clicking submit will enter the Wagner-Peyser registration into OSMIS and will also remove the customer from the holding file.

    • SR 12141 – In accordance with Policy Issuance 12-15, Change 1, the existing Wagner Peyser ‘EUC – Reemployment’ activity has been modified to accept the ‘Work Search Verification’ reemployment service indicator. The Work Search Verification indicator is a required field for all EUC – Reemployment activities with a service date of > = 11/02/2012.

  • The following JET Service Requests have been completed
    • No SR Number - Welfare Reform OSMIS Aesthetic Modifications - Modifications have been made to the Welfare Reform section of OSMIS to improve appearance and performance. The Customer Search Criteria, Customer Search Results, Participation History, Header, Registration, Enter Activities, and Update Activities screens have been modified with a new format and color scheme. In addition, date fields have been converted so that users can choose dates from a calendar as an additional option. No changes have been made to the functionality of the fields.
    • SR 11035 – The Welfare Reform Job Search and Job Readiness (JSJR) Actual Hours entry screen has been modified by removing the warning message that occurred when 5 consecutive weeks of JSJR are entered. The previous warning was not always correct (due to eligibility dates) and therefore is not an accurate tool. Previous Error – ‘You have entered work hours for five consecutive weeks. As of the week of XX/XX/XXXX, Job Search / Job Readiness can only be counted for four weeks. The fifth week will not count toward Work Participation. If the information you entered is correct, please confirm to update the registration’.
    • SR 12036 – OSMIS will begin accepting and processing addresses from the DHS Update file. This modification will allow an updated address, if applicable, to show on the Welfare Reform Registration and Applicant record for the client.
    • SR 12143 – DHS has created a new program code (WL) for individuals that are Work-Ready with Limitations. Work-Ready with Limitations customers have the same activity options and Actual Hours entry as WorkFirst customers. An indicator has been added to the Welfare Reform Header to signify that these individuals are Work Ready with Limitations. DHS may send a comment regarding the WL status which will be viewable on the OSMIS Case Notes section. The following four reports have an additional column with an indicator for WL customers - WF310, WF410, WF720, and WF722. Additional information regarding the program code WL can be found in upcoming Policy Issuance 12-10 Change 1.
    • SR 12145 - DHS has begun sending referrals for refugee customers in seven MWA locations. Refugee customers have the same activity options and Actual Hours entry as WorkFirst customers. An indicator has been added to the Welfare Reform Header to signify that these individuals are Refugees. The following four reports have an additional column with an indicator for Refugee customers - WF310, WF410, WF720, and WF722. Additional information regarding serving refugee individuals can be found in an upcoming Policy Issuance.
    • SR 12148 – Communication between DHS and OSMIS has been strengthened regarding the acceptance of referrals. OSMIS has begun accepting referrals from DHS (where previously denied) in the following circumstances: 1) When there is no indicator present for Race 2) When there is no indicator present for Hispanic/Latino 3) When the first name has a character count of one 4) When the birth date of the child creates an error for the Family Status – Single Parent with Child Under 6. In addition, an updated process for the validation of zip codes and city names has been implemented. Note – business rules in OSMIS have not changed for these scenarios, but referrals will now be accepted.

    • SR 12142 – All Michigan Talent Bank (MTB) links and references have been removed from OSMIS. State Of Michigan icons, which previously represented links to allow a user to view a customer’s MTB resume have been removed from all WP, WIA and TAA screens. If a user is unable to locate a Wagner Peyser participant, a ‘New Applicant/WP Registration’ button is available that will load a blank WP registration screen. The OSMIS Employer Tracking System (ETS) feature has been disabled. All existing ETS data remains present, but users are prohibited from entering additional employers or contacts into ETS. The modifications are due to the creation of MiTalent Connect, which necessitated the change to OSMIS.

The Actual Hours screen for the activity, 'High School/GED for 18/19 Year Olds' will allow for the entry of Actual Hours and the indication of Satisfactory Attendance. Holiday and Excused Hours are not permitted for this activity. 'High School/GED for 18/19 Year Olds' will only be selectable if the customer is age 18 or 19 on the date of registration. The participant's age on the first day of the month is the age designated for the individual for the whole month. A warning message will appear on the Registration, Enter Activities, Update Activities and Update Supportive Services screens for customers who are between 0 and 30 days from turning 20 years old (or are over 20 years of age) and who have an open 'High School/GED for 18/19 Year Olds' activity. Letters will be generated automatically by Bridges when Michigan Works! Agencies (MWAs) enter an “Assigned to Triage” activity on the One-Stop Management Information System (OSMIS). OSMIS receives a nightly batch file from DHS with Triage Appointment data. This triage data can be retrieved through the new Triage Appointments report.     • SR 12033 – For certifications with TAA petition numbers 80,000 – 80,999, the registration screen has been modified so the participant has the option to indicate 2002 Law or 2011 Law. Once a TAA Program Indicator selection is made, it cannot be modified. If 2002 Law is selected or no selection is made, the TAA screens, rules and edit checks for 2002 Law remain in effect. If 2011 Law is selected, the TAA screens, rules and edit checks are the same as those with TAA petition numbers 81,000 and greater. If 2011 Law is selected and the customer has an open ‘Reemployment Service’ activity, the activity will automatically end as of the date the customer indicated 2011 Law, with additional Case Management Activities available. Additionally, if 2011 Law is selected and the customer has a ‘training waiver’ that was issued or continued with a latest waiver reason of ‘Expected Recall’, ‘Possesses Marketable Skills’, or ‘Within 2 Years Retirement’, the waiver will be revoked and a new waiver may be issued to this customer.

    • SR 11086 - USDOL awarded a grant to Mathmatica Policy Research Inc. to evaluate formula-funded WIA Intensive and Training services offered to Adults and Dislocated Workers. Muskegon/Oceana (20) and SEMCA (31) were randomly selected to participate. The goal of the evaluation is to determine what effects WIA Intensive and Training services have on participant outcomes and to determine if the benefits of the WIA program are proportionate to the costs. Within each of the participating MWAs, nearly all eligible Adult and Dislocated Worker customers seeking Intensive and higher services will be randomly assigned to one of three research groups. The three groups are defined by the services the customers can receive:

      (1) Full-WIA Group. Customers assigned to this group can be offered any service they would be offered in the absence of the study.

      (2) Core-and-Intensive Group. Customers assigned to this group can be offered any intensive service and any core service, but are not eligible to receive WIA-funded training.

      (3) Core Group. Customers assigned to this group can be offered any core service, but are not eligible for WIA-funded intensive or training services.


      Each customer who is enrolled in the study needs to remain in the group to which he/she is assigned for 15 months after he/she is randomly assigned.
      Customers may receive any services he/she requests starting after the 15 months have passed. This 15-month period is referred to as the restricted-services period.

      The WIA Registration screen has been modified to add a section entitled "WIA Evaluation" located after the Special Initiative Indicators section that includes the following fields:

      1) "WIA Evaluation Assignment" with the drop-down options:
      a. Exempted from Study
      b. Declined to Consent
      c. Randomly Assigned


      Note: All MWAs have the ability to view this field, but ONLY Muskegon/Oceana
      (20) and SEMCA (31) can enter/modify data.

      2) "Assignment Group" with the drop-down options:
      a. Core Service
      b. Core-Intensive
      c. Full WIA

      Note: All MWAs have the ability to view this field, but ONLY Muskegon/Oceana
      (20) and SEMCA (31) can enter/modify data.

      3) "Date of Random Assignment" - This field is set to default to today's date when "WIA Evaluation Assignment" is "Randomly Assigned", but may be modified by Muskegon/Oceana (20) and SEMCA (31).

      4) "End Date of Service Restriction" - This field is system-generated to compute 15 months after the "Date of Random Assignment" as the output and is not modifiable by any MWA.

      In addition, two new fields have been added to the WIA Header: "Assignment Group" and "End Date of Service Restriction". These fields will be populated with the data from the "WIA Evaluation" section and are not modifiable in the Header.

    •  SR 10079 û TAA Training Activity fields have been modified to comply with the Trade and Globalization Adjustment Assistance Act of 2009.
         
    •  SR 10080 û A new utility was created in the TAA section of OSMIS to allow for the entry of individual quarterly training expenditures for each TAA participant enrolled in Prerequisite, Classroom, Remedial or Employer-Based training. There are two options to enter Quarterly Training Expenditure information - an "Enter Individual Training Costs" screen and a "TAA Expenditures" group listing screen. "Enter Individual Training Costs" allows the MWA to enter quarterly training expenditures for a single participant. Entry of training expenditures into this category auto-populates the participant's field under the "TAA Expenditures" function (group entry) and vice versa. "TAA Expenditures" allows the MWA to enter quarterly training expenditures for multiple participants at one time.
         
    •  SR 10133 û Qualifying Separation Dates on the TAA Registration screen may now be entered that are a future date. This modification allows for the registration of a TAA-eligible pre-separation training participant. This is only allowed for petition numbers that are 70,000 and higher (Trade and Globalization Adjustment Assistance Act).
         
    •  SR 11004 û The edit check for the Planned Gap section of the TAA Registration screen has been removed that prevented a Planned Gap that exceeded 30 days. Per TAA policy, planned gaps can exceed 30 days if approved by the Michigan Works! Agency. There is a possible penalty (cessation of TRA payments) for breaks over 30 days, but they are allowed by the TAA program.
         
    •  SR 11006 û A new field for "Email Address" has been added to the TAA Registration screen. This field will be populated from the Wagner-Peyser Registration Screen (if applicable), but also may be entered by the user.
         
    •  SR 11010 û The following fields on the TAA Registration Screen will become hidden due to Equal Opportunity policy after a drop-down selection is made by the user: "Sex", "Hispanic/Latino", "Race", and "Disablility".

      This link does not track session capacity for a site, it will still be up to each location to know how many applicants can be scheduled for the location. However, this will allow MWAs to know how many applicants are scheduled for a session, without running a separate report and without having to keep track on a separate spreadsheet.

Common Measures One-Stop Management Information System - Implemented 11/12/06

As part of the President's budget and performance integration initiative, the U.S. Department of Management and Budget and other federal agencies developed common performance measures for programs with similar goals. Through the implementation of common measures, the U.S. Department of Labor-Employment & Training Administration is able to describe in a similar manner the core purposes of the workforce system: how many people found jobs; did they stay employed; and what did they earn. These changes necessitated modifications to the One Stop Management Information System.

  •   The following Service Requests have been completed:
         
    •  SR 6050 - Many Jobseekers are not entering county on their first pass through the CI page. Make the county more prominent in the page, so it's easier to see. Also calculate the county and pre-fill it when the jobseeker has given and address in their registration info. Item #29 & #64 - MWA Suggestion List.
         
    •  SR 6141 - Removed old applicants from the Confidential Information Holding File. The records should be twelve months old. Purge the holding file every 90 days to the date of registration.

    •  SR 6060 - An SSN that is required for a participant that selects a work related Primary or Secondary goal on the MAERS enrollment screen has been changed to an optional item.
         
    •  SR 6061 - The ESL EFL categories for PY 2006-07 have been changed per the USDOE. The new EFL levels are : Intermediate ESL, High Intermediate ESL, and Advanced ESL. No changes to the ABE/ASE EFL levels were made at this time.
         
    •  SR 6084 -WELFARE A monthly extract will be created of FIA numbers with Letters appended indicating if participants that have been referred but have not yet attended orientation (R); Those whe attended orientation but have not yest been enrolled into and activity and are still active (O); and those whe have attended orientation started and activity and are currently active in the system (A). The file will be created on the 1st of the month and FTPed to DHS on the 2nd of the month.

    •  SR 6046 - Enhancements to the Employer Tracking System (ETS), requiring a Job/Occupation Category for all job openings, are effective Wednesday, 2-8-06. Job titles can also be entered but are not mandatory.

  •   The following NAFTA/TAA, WELFARE, AND WIA Service Requests have been completed:
         
    •  SRs 5093, 5094, 5095, 6027 and 6033 - On the Welfare Registration a new indicator for RSA Participants has been added.

      On the WIA Funding Source page two new funds have been added Incumbent Worker Formula Funds and Incumbent Worker Rapid Response.

      The TAA system is being altered to produce the new TAPR and Common Measure reports. The new definitions for the data items is now available. Click here to read these definitions.

      The changes that have been made are as follows:

      Hispanic/Latino and Disability are no longer required fields. Disability now only has two answers "Has a Disability" and "Does not have a Disability".

      Veterans Status has new answers: "Yes, Equal to, Less then 180 Days", "Yes, Eligible Veteran", "Yes, Other Eligible Person" and "No". Yes More than 180 Days has been removed.

      Employed at Registration was altered from a Yes and No question to "Employed", "Employed but Received Notice of Term or Military Separation" and "Not Employed".

      Unemployment Compensation Programs has new answers "Claimant Referred by WPRS", "Claimant Not Referred by WPRS", "Exhaustee", and "Neither Claimant nor Exhaustee".

      Education Level has added "Twelfth Grade", "Attained Certificate of Attnd/Comp" and "Attained Other Post-Sec Deg/Cert". High School Graduate is now displayed in the system separate from 12th grade.

      Four new Exit Reasons have been added to the system: "Family Care", "Reserve Forces Called To Active Dute", "Retirement", and "Not a Valid SSN".

      Conversions of the data from the old elements to the new elements has also been completed.

    Changes to the Michigan Talent Bank to improve the quality of resumes entered by jobseekers and to encourage employers to report on their filled job openings have been moved to production December 20, 2005.   Click here to read these changes that are documented in the email notification that has been sent to Michigan Works!
