  • SR 14035 – The TAA registration screen has been modified to add a new Special Initiative Indicator - “Skilled Trades Training Fund”. The field is not required and is accessible for all MWAs. Additionally, the report selection criteria of the TAA721 report has been modified to include the “Skilled Trades Training Fund” indicator.

• The following WR Service Requests have been completed:
  • SR 14030 – Improvements have been made to all QG reports so they are now more “printer-friendly”. The reports have been revised so all columns fit on the width of the page when printing using portrait mode. MWA’s will now be able to print separate and/or several sections of the report and additional filtering options have been added.

• SR 14050: Names of the following 4 offices have been updated on the OSMIS Orientation Appointment Report to make them match the orientation location name coming from Bridges. Previously, orientation appointments were not appearing on the report because the names were different.

  • SR 13130: A new “QG 160-S Statewide Summary” report is available on-demand via the “Special Functions” tab. This report allows MWAs to see all MWA’s QG-160 Work Participation Rates. MWAs are able to order the report for up to a maximum of 12 months.
  • SR 13132: A new “QG 163-S Statewide Summary” report is available on-demand via the “Special Functions” tab. This report allows MWAs to see all MWA’s QG-163 Work Participation Rates. MWAs are able to order the report for up to a maximum of 12 months
  • SR 14028: The existing QG 150, 151, 152, 153, 154, 155, 160, and 163 report order criterion has been altered so MWAs have the ability to order the reports by Single/Two or ALL options. Additionally, the QG reports that include a 'Countable Hours' column have been modified so the countable hours are reflected after averaging (according to Federal Reporting Rules) has been applied.

• The following WP Service Requests have been completed:
  • SR 13150: Wagner Peyser participants who are part of Veterans Retraining Assistance Program (VRAP) will now be reflected on the WIA funding source screen. If a WP participant has a 'VRAP Membership Code' with an assigned date that overlaps with a WIA registration, then 'VRAP' will be reflected on the Grant Number 3 field of the WIA funding source screen. These changes were made to comply with recent USDOL reporting requirements.

• The following WR Service Requests have been completed:
  • SR 14025: The display of the ‘Second Parent Name’ and their associated ‘Client/Recipient ID’ are now found on the Welfare Reform Instrument Panel in the DHS Info tab.

• The following WR Service Requests have been completed:
  • SR 14020: The rules and edit checks related to WR Condensed Vocational Trainings (CVT) have been modified to eliminate the following error message: ‘Fast Break Futures and Condensed Vocational Training services (in any combination) can only be provided twice in a lifetime’.

• The following TAA Service Requests have been completed:
  • SR 14019: ‘NWLB Waiting for Training’ has been removed from the ISS Action Plan ‘Service to be Provided’ dropdown menu. Previously, this service was an option if the selected Program was TAA-TAA.

• The following WR Service Requests have been completed:
  • SR 13143 – The ‘JET Plus 2011 Participant’ indicator has been inactivated from the WR Registration screen. Any existing data in this field is now display only.

• The following WR Service Requests have been completed:
  • SR 14024 – The WR ‘Waiting for MRS Consultation’ activity (service code 86) has been inactivated and therefore is no longer a selectable activity.

• The following ISS Service Requests have been completed:
  • SR 14026 – MWA’s now have the ability to query ISS fields across all MWA’s in Apex, regardless of which MWA created and/or changed the ISS record(s).

• The following WIA Service Requests have been completed:
  • SRs 14005 and 14006: Effective immediately, the WIA ADULT/DW E-P-MIG and the WIA YOUTH E-P-MIG are WDA's official guide for WIA within OSMIS. Access to the WIA ADULT/DW E-P-MIG and the WIA YOUTH E-P-MIG are available from the OSMIS link on the WIA main entry screen. The WIA P-MIGs in Word format will no longer be updated or distributed. Future changes to OSMIS screens affecting WIA will have a corresponding update to the WIA ADULT/DW E-P-MIG and/or the WIA YOUTH E-P-MIG prior to implementation and will not require a Policy Issuance; however, a Policy Issuance may be required that is unrelated to the E-P-MIG itself.

  • SR 14004 - Per specifications outlined in Policy Issuance 13-15, TAA business rules related to the commuting area have been refined accept “Out of Area Job Search” and “Relocation Assistance” activities if the Distance from Home to Training is >= 15 miles. .

  • SR 13127 – The ‘WF 730 – Participant Listing Report by Sub Code’ has been modified to account for the features that were offered in the WF 731. The WF 730 report has been updated to include the Section Code, Unit Code and Worker Code. The WF 730 has been renamed to “Job Listing Report by Region, County;, DHS District, Section, Unit or Worker”. The report has also been updated to include both AEP logic and Carry-In logic, and is now displayed in HTML format.

• The following Service Request has been completed:
  • SR 13125 – The ‘WF 729 – Job Listing report Including Case Closures and Found Ineligible’ has been modified. The report has been updated to include both AEP logic and Carry-In logic, and is now displayed in HTML format..

  • SR 13100 -The WR, WIA and TAA support service screens have been modified. If a participant file that contains support services is transferred to a subsequent MWA, then the support services that were entered by the original MWA will not be transferred to the subsequent MWA. Support services will reflect the actual MWA who entered and provided the actual support service.

• The following TAA Service Request has been completed:
  • SR 13156 - Per specifications outlined in Policy Issuance 13-15, TAA business rules related to the commuting area have been refined accept support services if the Distance from Home to Training is >= 15 miles.

• The following TAA Service Request has been completed:
  • SR 13144 - TAA business rules related to registration dates have been refined to ensure that anytime a user enters a new registration, the registration date must be on or after the Certification date of the TAA petition.

• The following PATH Service Request has been completed:
  • SR 13126 - The 'WF 725 - Termination Listing Report By Region, County, District, Section, Unit or Worker' has been modified to account for the features that were offered in the WF 726, which allowed for elimination of the WF 726. Additionally, the new WF 725 has been updated to include both AEP logic and Carry-In logic, and is now displayed in HTML format.

• The following WIA Service Request has been completed:
  • SR 13145 - The WIA Funding Sources/Programs screen has been modified to allow for the entry of the National Emergency Grant (NEG): 2620-AAR-NEG. This NEG is only available for use by Northwest Michigan Works!

  • SR 13104/13105 - The 'WF 721 - Participant Listing Report by Region, County, District or Manager' has been modified. Users now have the ability to order the report by Single Parents (WF721_1P), Two Parents (WF721_2P), or by both Single and Two Parents (WF721). Additionally, the report has been updated to include both AEP logic and Carry-In logic, and is now displayed in HTML format.

• The following WR Service Request has been completed:
  • SR 13071 - The WR 'Orientation Appointment' report has been modified. The report will now include Orientation Appointments for PATH registrations that were created up to 60 days prior to the begin date of the report (changed from 30 days).

• The following WIA Service Request has been completed:
  • SR 13117 - An edit check has been added to the WIA Registration screen. When the 'Veteran Status' field is 'Yes, Other Eligible Person', then the associated fields 'Campaign Veteran', 'Disabled Veteran', and 'Recently Separated Veteran' must be null.

  • SR 13122 - OSMIS has been modified to reflect the new official names of two MWAs. All instances of MWA 07 'City of Detroit' have been updated to reflect the new name of 'Detroit Employment Solutions Corporation', and abbreviated to 'Detroit Emp Solutions' where applicable. All instances of MWA 10 'Career Alliance' have been updated to reflect the new name of 'Genesee/Shiawassee Michigan Works! Inc.', and abbreviated to 'Genesee/Shiawassee' where applicable.

• The following TAA Service Request has been completed:
  • SR 13108: Effective immediately, the TAA E-P-MIG is WDA's official guide for TAA within OSMIS. Access to the TAA E-P-MIG is available from the OSMIS link on the TAA main entry screen. The TAA P-MIG in Word format will no longer be updated or distributed. The TAA E-P-MIG does not, however, replace the TAA Manual. Future changes to OSMIS screens affecting TAA will have a corresponding update to the E-P-MIG prior to implementation and will not require a Policy Issuance; however, a Policy Issuance may be required that is unrelated to the E-P-MIG itself.

• The following TAA Service Request has been completed:
  • SR 12038 - TAA business rules related to waivers have been refined to ensure that anytime a user enters a 'Waiver - Revoked' activity, then no additional waiver activities can occur (within the same TAA participation). Additionally, users are now able to revoke a waiver at any time without providing a "Waiver - Extended" activity (prior to the waiver revocation).

• The following PATH Service Requests have been completed:
  • SR 13119 - The 'WF 722 - Participant Listing Report by Sub Code' has been modified. The report has been updated include both AEP logic and Carry-In logic, and is now displayed in HTML format.
  • SR 13120 - The 'WF 771 - Characteristics Report by Sub Code' has been modified. The report has been updated to include both AEP logic and Carry-In logic, and is now displayed in HTML format.

• The following PATH Service Requests have been completed
  • SR 13111 - A new addition 'Instrument Panel' has been added to OSMIS for Welfare Reform participants. The Instrument Panel houses information specific to the referral, which includes the current OSMIS Information and status, DHS Information and status, Required Hours, Triage(s), Activities and their associated actual hours, and Support Services in one location. The Instrument panel also allows a user to easily access the path to order Countable Hours and Limits History reports.
  • SR 13112 - The 'Countable Hours' report has been modified to accurately capture and display details regarding the hours that count toward the client's monthly required hours goal. The 'Countable Hours' report produces monthly reports and provides a separate summary of the participant and of the case.
  • SR 13113 - The 'Limits History' report has been modified to accurately capture and display details regarding the client's lifetime, yearly and/or monthly hours limit for Job Search/Job Readiness, Vocational Educational Training (VET), Excused Absences and Holidays.
  • SR 13114 - The QG Report series is now available in OSMIS on an 'on-demand' basis for MWAs direct use. The monthly QG reports provide information on the Work Participation Rates and are updated to reflect data entered as of the previous day. Participant level QG reports allow the user to toggle between display options, including 'Show WPR Stats' and 'Hide WPR Stats'

• OSMIS Change Password Process

  • This year the Change Password process will run on June 30th.
  • Users will be prompted to change their passwords upon login beginning Monday, July 1st.

• The following TAA Service Requests has been completed
• SR 13094 – The TAA registration screen has been modified to add a new field ‘Attended TAP Workshop Within Last 3 Years’ to the existing Personal Characteristics section. If the participant is a Veteran, then the ‘Attended TAP Workshop Within Last 3 Years’ indicator is a required field.

• The following TAA Service Requests has been completed
• SR 13004 - The TAA ‘Enter Individual Training Cost’ screen has been modified to include a new field ‘Add Quarter’. Selecting this field will add exactly one quarter beyond the training end date quarter, which allows MWAs to enter individual training expenditures for one additional quarter. The new ‘Add Quarter’ field is available to all MWAs.

• The following WIA Service Requests has been completed
• SR 13107 - The WIA Funding Sources/Programs screen has been modified to recognize ‘State Energy Sector Partnership (SESP)’ as a valid funding source for Dislocated Worker participations. Previously, the ‘State Energy Sector Partnership’ was a valid funding source for WIA Adult participations, and now has been added as a valid funding source for WIA Dislocated Worker participations.

• The following PATH Service Requests have been completed
• SR 13092 – The WF300 - Daily Audit Report has been modified. The report now displays in html, has been updated to include AEP status and Compliance Date, and includes links from the participant name to the participant’s registration page. The report now can be filtered and sorted on several of the columns.
• SR 13093 – The WF303 – Daily Food Stamps Referral Audit Report has been modified. The report now displays in html, has been updated to include AEP status and Compliance Date, and includes links from the participant name to the participant’s registration page. • SR 13042 – The FS310 – Daily Food Stamps Referral Audit Report has been modified. The report output is now displayed in HTML format.

• The following Wagner Peyser Service Requests have been completed
• SR 11082 – The Wagner-Peyser Characteristics Search report has been modified to include the ability to output results into a mailing label format.
• SR 13006 - A business rule has been added to the Wagner Peyser ‘Enter Wagner Peyser Services’ screen so the service date field only accepts dates that are equal to or less than today’s date.

• The following Service Request for TAA, WIA and Welfare Reform has been completed
• SR 13054 - On the WIA, TAA and WR Training Activities screens, edit checks have been fixed for the ‘Training Institution” field. If ‘2 Year Institution’ is selected as the training institution, then only a ‘2 Year Institution Name’ can be selected. The other selections will be greyed out. Similar edit checks have been fixed for the ‘4 Year Institution’ and the ‘Proprietary Institution’ selections.

• The following Service Request for WIA has been completed
• SR 13072 - The WIA Registration screen has been modified to update the Poverty Levels used to calculate the Low Income field. For further information and to view the current income levels, please reference Policy Issuance 09-34, Change 5.

• The following Service Request for TAA has been completed
• SR 13047 – TAA business rules related to waviers have been refined to ensure that anytime a user attempts to enter a TAA training activity and the most recent waiver activity (of the same TAA participation) is a ‘Waiver Issued’, ‘Waiver Continued', and/or ‘Waiver Extended’ activity, then a ‘Waiver Revoked’ activity is automatically entered. Additionally, anytime a user attempts to delete a ‘Waiver Revoked’ activity and the same TAA participation has a TAA training activity dated after the ‘Waiver Revoked’ activity, then an error message is displayed.

• WebDB is no longer available. Please use the APEX system for all your query activity.

• The following WP Service Requests have been completed
• SR 13001 – A new WP screen ‘Enter/Update WP Credential’ has been added to OSMIS. Users are able to input and edit credentials attained for WP participants directly on the ‘Enter/Update WP Credential’ screen. In addition, credentials that are documented on the WIA Status screen or on a WIA or TAA Training activity are displayed on the new WP ‘Enter/Update WP Credential’ screen.

• The following TAA Service Requests have been completed
• SR 13002 - TAAEA Benchmarks – For customers with a petition number of 81,000 and greater, with a petition number of 80,000 – 80,999 who have the indicator, 2011 Law – TAAEA previously selected, or those with a petition number 80,000 – 80,999 and have a TAA Registration Date of >= 3-20-2012, TAA training activities have been modified to include the ability to establish and review TAA benchmarks. • The following PATH Service Requests have been completed
• SR 13022 – A new WR section called ‘Non-Compliance Warnings’ has been added to OSMIS. This functionality will allow MWAs to track warnings given to clients before they are assigned to triage. New selections have been added to the‘Applicant Search’ menu for ‘Enter’ and ‘Update’ ‘Non-Compliance Warnings’. Also added is a new blue button called ‘Non-Compliance Warnings’ at the bottom of individual WR screens. A new report called ‘WFWARNING’ is available to users. This report lists all PATH participants with an active ‘Non-Compliance Warning’ that was issued within the specified date range on the report selection criterion. • SR 13027 – The email address field on Wagner-Peyser, TAA, and WIA Registration screens has been modified to accept a ‘dash’ (-) character

• The following TAA, WIA and WP Service Requests have been completed
• SR 13031, 13032 and 13033 – The TAA, WIA and WP Registration screens have been modified to include a new field ‘Industry Cluster’. The ‘Industry Cluster’ field will allow OSMIS to collect data on individuals that are served by an Industry Cluster strategy per Michigan’s Industry Cluster Approach Guidelines. If the individual was provided a service as a result of the industry cluster work, please select one of the ‘Industry Cluster’ drop-down options, which include 1) Agriculture, 2) Health Care, 3) Energy, 4) Information Technology and Media, 5) Manufacturing and 6) Other Industry. Additionally, when entering a TAA or WIA manual exit, the user will be prompted to add/modify the ‘Industry Cluster’, if applicable. This field is not required and is accessible for all MWAs.

• The following WP Service Requests have been completed
• SR 13058 – The Holding File criteria has been changed so that records matching only on SSN are displayed along with records matching on other criteria such as First Name, Last Name and Date of Birth.

• The following PATH Service Requests have been completed
• SR 13049 – The WF725 Termination Listing Report has been modified. The report now displays in html, includes Show/Hide Activities, and includes links from the participant name to the participant’s registration page
• SR 13050 and SR 13056 – The WF302 Daily Audit Report and WF310 Daily Referral Audit Report have been modified. The reports now display in html, have been updated to include AEP status and Compliance Date, and include links from the participant name to the participant’s registration page. The reporst now can be filtered and sorted on several of the columns
• SR 13057 – The WF380 Daily Deferral Information Report has been modified to correct the Deferral Status column.

• The following TAA Service Request has been completed
• SR 12128 - The TAA registration screen has been modified to add a new field ‘Received Rapid Response Assistance’ to the existing TAA Eligibility section. If the participant receives Rapid Response services, select “Yes”. This field is not required and is accessible for all MWAs. The field has been added to the TAA_REG APEX table.
• SR 13005 - The TAA training activity (109, 110, 111 and 130) screens have been modified to add two new fields. ‘Is training expected to lead to Associate’s degree?’ is a required field and must be indicated “Yes” if the participant is enrolled in training that will lead to an Associate’s degree. ‘Training funded through TAACCCT grant funds’ is an optional field and can be indicated “Yes” if the participant is enrolled in training that is funded by the Trade Adjustment Assistance Community and Career College Training (TAACCCT) Grant Program. Both fields are accessible for all MWAs and have been added to the TRANSACTION APEX table.

• The following Wagner Peyser Holding file Service Request has been completed
• SR 13015 – Above your customer’s name on the holding file page is the 'To enter information about contact attempts for the Holding File record click here'. After the third attempt date is entered and after the submit button is clicked, the 'Remove Customer from Holding File' button will display at the bottom of the holding file page the following day.
• On the holding file page clicking on 'Customer Not Displayed' will create a new Wagner-Peyser registration from the holding file. Clicking submit will enter the Wagner-Peyser registration into OSMIS and will also remove the customer from the holding file.

• The following Wagner Peyser Service Request has been completed
• SR 13016 – A new Membership code ‘VRAP Participant’ has been added to OSMIS. This new membership code is available to all MWAs and can be added to new or existing registrations. The ‘VRAP Participant’ code is identified as ‘MBR_VRP’ in the ESA.MEMBERSHIP_CD element in Apex.

• The following Wagner Peyser Service Request has been completed
• SR 12141 – In accordance with Policy Issuance 12-15, Change 1, the existing Wagner Peyser ‘EUC – Reemployment’ activity has been modified to accept the ‘Work Search Verification’ reemployment service indicator. The Work Search Verification indicator is a required field for all EUC – Reemployment activities with a service date of > = 11/02/2012.

• The following JET Service Requests have been completed
• No SR Number - Welfare Reform OSMIS Aesthetic Modifications - Modifications have been made to the Welfare Reform section of OSMIS to improve appearance and performance. The Customer Search Criteria, Customer Search Results, Participation History, Header, Registration, Enter Activities, and Update Activities screens have been modified with a new format and color scheme. In addition, date fields have been converted so that users can choose dates from a calendar as an additional option. No changes have been made to the functionality of the fields.
• SR 11035 – The Welfare Reform Job Search and Job Readiness (JSJR) Actual Hours entry screen has been modified by removing the warning message that occurred when 5 consecutive weeks of JSJR are entered. The previous warning was not always correct (due to eligibility dates) and therefore is not an accurate tool. Previous Error – ‘You have entered work hours for five consecutive weeks. As of the week of XX/XX/XXXX, Job Search / Job Readiness can only be counted for four weeks. The fifth week will not count toward Work Participation. If the information you entered is correct, please confirm to update the registration’.
• SR 12036 – OSMIS will begin accepting and processing addresses from the DHS Update file. This modification will allow an updated address, if applicable, to show on the Welfare Reform Registration and Applicant record for the client.
• SR 12143 – DHS has created a new program code (WL) for individuals that are Work-Ready with Limitations. Work-Ready with Limitations customers have the same activity options and Actual Hours entry as WorkFirst customers. An indicator has been added to the Welfare Reform Header to signify that these individuals are Work Ready with Limitations. DHS may send a comment regarding the WL status which will be viewable on the OSMIS Case Notes section. The following four reports have an additional column with an indicator for WL customers - WF310, WF410, WF720, and WF722. Additional information regarding the program code WL can be found in upcoming Policy Issuance 12-10 Change 1.
• SR 12145 - DHS has begun sending referrals for refugee customers in seven MWA locations. Refugee customers have the same activity options and Actual Hours entry as WorkFirst customers. An indicator has been added to the Welfare Reform Header to signify that these individuals are Refugees. The following four reports have an additional column with an indicator for Refugee customers - WF310, WF410, WF720, and WF722. Additional information regarding serving refugee individuals can be found in an upcoming Policy Issuance.
• SR 12148 – Communication between DHS and OSMIS has been strengthened regarding the acceptance of referrals. OSMIS has begun accepting referrals from DHS (where previously denied) in the following circumstances: 1) When there is no indicator present for Race 2) When there is no indicator present for Hispanic/Latino 3) When the first name has a character count of one 4) When the birth date of the child creates an error for the Family Status – Single Parent with Child Under 6. In addition, an updated process for the validation of zip codes and city names has been implemented. Note – business rules in OSMIS have not changed for these scenarios, but referrals will now be accepted.

• The following Service Request has been completed
• SR 12142 – All Michigan Talent Bank (MTB) links and references have been removed from OSMIS. State Of Michigan icons, which previously represented links to allow a user to view a customer’s MTB resume have been removed from all WP, WIA and TAA screens. If a user is unable to locate a Wagner Peyser participant, a ‘New Applicant/WP Registration’ button is available that will load a blank WP registration screen. The OSMIS Employer Tracking System (ETS) feature has been disabled. All existing ETS data remains present, but users are prohibited from entering additional employers or contacts into ETS. The modifications are due to the creation of MiTalent Connect, which necessitated the change to OSMIS.

• The following TAA Service Request has been completed
• SR 11108 – The TAA Group Training Expenditures output screen now includes the region code.

• The following TAA Service Request has been completed
• SR 12146 – Users can now enter a Qualifying Separation Date that is a future date for TAA customers with certification numbers 80,001 - 80,999 that are assigned to TAAEA – 2011 Law (either by virtue of previously indicating TAAEA – 2011 Law or by registering after the election window closed). This service request did not modify certification numbers outside of the 80,001 to 80,999 range.

• The following Welfare Reform Service Request has been completed
• SR 12137 – The Welfare Reform screens have been modified to add the following activity - 'High School/GED for 18/19 Year Olds'. The State of Michigan will exercise the federal option to deem 18 & 19-year-old Grantees' work participation requirement solely through satisfactory attendance in high school, a high school completion program, or a GED program. The Actual Hours screen for the activity, 'High School/GED for 18/19 Year Olds' will allow for the entry of Actual Hours and the indication of Satisfactory Attendance. Holiday and Excused Hours are not permitted for this activity. 'High School/GED for 18/19 Year Olds' will only be selectable if the customer is age 18 or 19 on the date of registration. The participant's age on the first day of the month is the age designated for the individual for the whole month. A warning message will appear on the Registration, Enter Activities, Update Activities and Update Supportive Services screens for customers who are between 0 and 30 days from turning 20 years old (or are over 20 years of age) and who have an open 'High School/GED for 18/19 Year Olds' activity. For more information on this activity, please reference WDASOM Policy 12-10, issued on 8/29/12.

• The following Welfare Reform Service Request has been completed
• SR 12129 – The Welfare Reform Triage Appointments report (from SR 12127) has been modified so that triage records from DHS with the program code FS are excluded from the report (only records with WF are included).

• The following Wagner Peyser Service Request has been completed
• SR 12089 – The rules and edit checks for the Wagner Peyser ‘Assigned to Case Management’ activity have been modified to assign a system generated ‘Estimated End Date’ of 90 days past the service date. If the estimated end date reaches the current date, the estimated end date will be automatically inserted as the actual end date of the activity. This Service Request also automatically ended all ‘Assigned to Case Management’ activities that have been open for at least 90 days. The selection of the ‘Assigned to Case Management’ activity is limited to DVOWs and LVERs.

• The following Welfare Reform Service Request has been completed
• SR 12127 – The OSMIS has a new feature for MWAs to view scheduled Triage Appointments. As part of the Jobs, Education and Training (JET) Redesign, the Department of Human Services (DHS) is automating Triage Appointment notices that are sent to individuals that are not in compliance in the JET program. Letters will be generated automatically by Bridges when Michigan Works! Agencies (MWAs) enter an “Assigned to Triage” activity on the One-Stop Management Information System (OSMIS). OSMIS receives a nightly batch file from DHS with Triage Appointment data. This triage data can be retrieved through the new Triage Appointments report. For more detailed information regarding this modification, please reference the following document – JETTriageReport.OSMISInstructions.2012-08.doc.

• The following TAA Service Request has been completed
• SR 12120 – TAA screens, rules and edit checks for certification numbers between 80,001 and 80,999 have been modified to match the screens, rules and edit checks for certification numbers that are greater than 81,000 (TAAEA – 2011 Law). TAA Registration screen fields ‘TAA Program Indicator’, ‘TAA Effective Date’ and ‘Effective Date Entered By’ have been deactivated. Previously entered data in these fields is now display only.

• OSMIS Change Password Process
• This year the Change Password process will run on June 30th.
• Users will be prompted to change their passwords upon login beginning Sunday, July 1st.

• SR 12122 – The WIA Registration screen has been modified to update the Poverty Levels used to calculate the Low Income field. For further information and to view the current income levels, please reference Policy Issuance 11-35.

• SR 12119 – The WIA and TAA Registration “View” screens have been modified to replace MICHIGAN DEPARTMENT OF LABOR & ECONOMIC GROWTH with WORKFORCE DEVELOPMENT AGENCY. In addition, the “Email” field has been added to the “View” screens.

• The following WIA/TAA/Welfare Reform Service Request has been completed
• SR 12124 – The WIA, TAA and Welfare Reform registration screens have been modified to add a new Special Initiative Indicator – “Community Venture Participant”. Community Ventures is a public-private nonprofit partnership to hire at least 1,000 structurally unemployed residents from distressed neighborhoods. Initially, the program will focus on Flint, Detroit, Pontiac and Saginaw. This field is not required and is accessible for all MWAs.

• The following TAA Service Request has been completed
• SR 11109 – The following section has been hidden from the TAA Registration screen – 'Trade Readjustment Allowances (TRA)' including the fields - 'TRA Payment', Training Waiver', Date of First TRA Payment' and 'Date of Last TRA Payment’. WDA obtains the data previously extracted from these fields from the Unemployment Insurance Agency.

• The following WIA Service Requests have been completed
• SR 12035 and SR 12037 – The WIA and TAA Registration screens, along with the Individual Service Strategy Client Characteristics screen have been modified to check the validity of email addresses that are entered on OSMIS. The system will check for the required components of an email address and produce an error if the address is not valid.

• The following WIA, TAA, WR Service Request has been completed
• SR 11094 – Original programming has been reinstated for WIA, TAA and WR Training Activity screens. If Remedial Education is selected for the Training Institution, OSMIS will not accept a selection for Two-year, Four-Year or Proprietary Institution names.

• The following Wagner Peyser Service Requests have been completed
• SR 12097 – The WP registration screen has been modified to allow for the indication of EUC claimants who are required to be provided reemployment services. Two fields ‘EUC - Reemployment Service’ and ‘EUC – Reemployment Date’ have been added.
• SR 12098 – A new activity ‘EUC – Reemployment’ has been added, which includes the three required reemployment services ‘Provision of LMI’, ‘Skills Assessment’ and ‘Orientation’. The ‘EUC – Reemployment’ indicator and ‘EUC – Reemployment’ activity are available to all MWAs.

• The following WIA, TAA and Welfare Reform Service Requests have been completed
• SRs 12018, 12019, 12020, and 12021 – NWLB Sections on WIA, TAA, and WR Registration Screens have been removed. Sections in training activity screens that were previously identified as NWLB have been modified to exclude the label ‘NWLB’. The ‘NWLB Waiting for Training’ is no longer available as a new activity, but previously entered ‘NWLB Waiting for Training’ activities have not been removed. ‘No Worker Left Behind Information’ Sections on WIA and TAA Status screens have been removed, with an exception of ‘Occupation At Exit’ and ‘Industry At Exit’ fields, which have the same rules requirement as previous rules. The ‘NWLB’ tab has been removed from the Special Functions tab, the ‘NWLB Orientation History’ selection has been removed from the footer tab and previously saved individuals in both areas have been discarded. All error, confirmable and informational messages containing ‘No Worker Left Behind’ or ‘NWLB’ have been replaced with ‘training participant’ or ‘training’ as appropriate. Four reports related to NWLB, including ‘WFO’, ‘WFT_ TAA’, ‘WFT_WF’ and ‘WFT_WIA’ have been disabled.

• The following Welfare Reform Service Request has been completed
• SR 11077 – Automatic 90-Day and 180-Day Job Retention activities will be created for Welfare Reform participants with qualifying employment activities ‘Unsubsidized Employment’, ‘Unsubsidized Employment Prior to Referral’, ‘Subsidized Private Sector Employment’ and ‘Subsidized Public Sector Employment’ with a begin date on or after 11/19/2011. Click here for the attached Memo to this System Update Notice for more detailed information.

• The following TAA Service Requests have been completed
• SR 12032 - For certifications with TAA petition numbers 81,000 and greater, edit checks, screens, business rules and warnings/errors are the same as TAA petition numbers 70,000 to 79,999. Exceptions are edit checks for ‘Out of Area Job Search’, and ‘Relocation Assistance – lump sum’, which have been revised to a limitation of $1,250. Also, waiver reasons have been modified to include only 1) Health Issues, 2) Enrollment Unavailable, and 3) Training not Available.
• SR 12033 – For certifications with TAA petition numbers 80,000 – 80,999, the registration screen has been modified so the participant has the option to indicate 2002 Law or 2011 Law. Once a TAA Program Indicator selection is made, it cannot be modified. If 2002 Law is selected or no selection is made, the TAA screens, rules and edit checks for 2002 Law remain in effect. If 2011 Law is selected, the TAA screens, rules and edit checks are the same as those with TAA petition numbers 81,000 and greater. If 2011 Law is selected and the customer has an open ‘Reemployment Service’ activity, the activity will automatically end as of the date the customer indicated 2011 Law, with additional Case Management Activities available. Additionally, if 2011 Law is selected and the customer has a ‘training waiver’ that was issued or continued with a latest waiver reason of ‘Expected Recall’, ‘Possesses Marketable Skills’, or ‘Within 2 Years Retirement’, the waiver will be revoked and a new waiver may be issued to this customer.

• The following WIA Service Request has been completed
• SR 12031 – The WIA Funding Sources/Programs screen has been modified to allow for the entry of the National Emergency Grant (NEG): 2618 - CCI. This NEG is only available for use by The Job Force Michigan Works! offices.

• The following WIA Service Request has been completed
• SR 11116 – A new edit check and error message has been added to the WIA Status Screen field that prevents the entry of a Start/Attainment Date that is less than the WIA Registration Date. The error message reads – “The Start/Attainment Date must be less than or equal to today’s date and greater than or equal to the Registration Date (XX/XX/XXXX).”

• The following WIA Service Requests have been completed
• SRs 11111 and 12010, WIA Evaluation Study (see System Update Notice for SR 11086 for detailed information on the WIA Evaluation Study)
  • SR 11111 - The following warning message will appear for all MWAs who attempt to register a customer who is the WIA Evaluation Assignment category – “Randomly Assigned” if the proposed Date of Registration is after the Date of Random Assignment and before the End Date of Restriction - "This participant is part of a WIA Evaluation Study and is assigned to the (Core Service, Core-Intensive, Full WIA) group with an End Date of Restriction of XX/XX/XXXX. Please confirm this registration. If confirmed, ensure that all services are provided at the appropriate level." In addition, the following warning message will appear for all MWAs who attempt to register a customer who is the WIA Evaluation Assignment category – “Declined to Consent” - "This participant is part of a WIA Evaluation Study and has declined to consent. Therefore, this participant is limited to Core Services only through the Study Intake Period. Please confirm this registration. If confirmed, ensure that all services are provided at the appropriate level."
  • SR 12010 – The WIA Evaluation fields have been added to the WIA Pre-Registration screen. In addition, the “End Date of Service Restriction” field will now allow a manual entry (with any date option) if the "WIA Evaluation Assignment" is “Declined to Consent”

• The following Mediated Services Service Request has been completed
• SR 11087 – Per MWA request, each MWA has specified users who can view and run the CM9002 A-D reports located in the OSMIS List of Available Reports. MWAs provided the names of two individuals (a primary and a secondary member) who would be available to run these specific reports for their MWA each quarter. The CM9002 A-D reports will be located in the OSMIS List of Available Reports, and will be placed on the Mediated Services Reports menu.

• The following WIA Service Request has been completed
• SR 11107 - The WIA Registration screen has been modified to update the Poverty Levels used to calculate the Low Income field. For further information and to view the current income levels, please reference Policy Issuance 09-34 Change 4.

• The following WIA Service Request has been completed
• SR 11001 – The WIA Adult and Dislocated Worker Training screen has been modified by eliminating the option, “Yes-NEG” from the “WIA Partner Funded” field drop-down selections. “Yes-NEG” was created for a specific National Emergency Grant that did not require ITAs. This NEG is no longer active. Participants in a current or future NEG should select “No” for the “WIA Partner Funded” field.

• The following TAA Service Request has been completed
• SR 11099 - The system has been modified to add an additional TAA OSMIS report entitled, “TAANOWAIV”. This report will give users a listing of TAA customers who were issued a TAA Waiver, but who have not received a “Waiver Continued” or “Waiver Extended” activity in a specified number of days (the user will input the desired number of days).

• The following WIA Service Request has been completed
• SR 11067 - The WIA Status screens has been modified to display a warning message when the Enrolled in Education field on the WIA Registration screen is forced to be Yes due to the School Status at Exit field on the Status screen being set to one of the following three values: Student Alternative School, Student H.S. or less, or Student Attending post H.S. A confirmation is required.

• The following WIA Service Request has been completed
• SR 11090 - The WIA Activity screens have been modified to remove the Support Services section in each activity. This previous method of documenting Support Services did not collect the required information for accurate reporting.
  Entry of all WIA Support Services is now required on the separate Support Services section/tab on OSMIS where detailed information, including the funding source, will be captured.

• The following Welfare Reform Service Request has been completed
• SR 11053 - The Welfare Reform Support Services screen has been modified to add the field, Relocation Move Date. When entering a Relocation Expenses Support Service, MWAs can now enter multiple entries for one relocation. A new edit check has been added that prevents the entry of more than $1,500 total per Relocation Move Date.

• The following WIA Service Request has been completed
• SR 11086 - USDOL awarded a grant to Mathmatica Policy Research Inc. to evaluate formula-funded WIA Intensive and Training services offered to Adults and Dislocated Workers. Muskegon/Oceana (20) and SEMCA (31) were randomly selected to participate. The goal of the evaluation is to determine what effects WIA Intensive and Training services have on participant outcomes and to determine if the benefits of the WIA program are proportionate to the costs. Within each of the participating MWAs, nearly all eligible Adult and Dislocated Worker customers seeking Intensive and higher services will be randomly assigned to one of three research groups. The three groups are defined by the services the customers can receive:
  
  (1) Full-WIA Group. Customers assigned to this group can be offered any service they would be offered in the absence of the study.
  
  (2) Core-and-Intensive Group. Customers assigned to this group can be offered any intensive service and any core service, but are not eligible to receive WIA-funded training.
  
  (3) Core Group. Customers assigned to this group can be offered any core service, but are not eligible for WIA-funded intensive or training services.
  
  
  Each customer who is enrolled in the study needs to remain in the group to which he/she is assigned for 15 months after he/she is randomly assigned.
  Customers may receive any services he/she requests starting after the 15 months have passed. This 15-month period is referred to as the restricted-services period.
  
  The WIA Registration screen has been modified to add a section entitled "WIA Evaluation" located after the Special Initiative Indicators section that includes the following fields:
  
  1) "WIA Evaluation Assignment" with the drop-down options:
  a. Exempted from Study
  b. Declined to Consent
  c. Randomly Assigned
  
  
  Note: All MWAs have the ability to view this field, but ONLY Muskegon/Oceana
  (20) and SEMCA (31) can enter/modify data.
  
  2) "Assignment Group" with the drop-down options:
  a. Core Service
  b. Core-Intensive
  c. Full WIA
  
  Note: All MWAs have the ability to view this field, but ONLY Muskegon/Oceana
  (20) and SEMCA (31) can enter/modify data.
  
  3) "Date of Random Assignment" - This field is set to default to today's date when "WIA Evaluation Assignment" is "Randomly Assigned", but may be modified by Muskegon/Oceana (20) and SEMCA (31).
  
  4) "End Date of Service Restriction" - This field is system-generated to compute 15 months after the "Date of Random Assignment" as the output and is not modifiable by any MWA.
  
  In addition, two new fields have been added to the WIA Header: "Assignment Group" and "End Date of Service Restriction". These fields will be populated with the data from the "WIA Evaluation" section and are not modifiable in the Header.

• SR 11081 - The WIA Registration screen has been modified to inactivate the Special Initiative Indicator - Dislocated Worker Career Advancement Account. In addition, WIA activities that began December 31, 2010 or earlier for all WIA registrations that have a value of "Yes" for the Special Initiative Indicator - Dislocated Worker Career Advancement Account have been ended with the date of June 30, 2009 OR the beginning date of the activity (whichever was greater).

• The following WIA Service Request has been completed
• SR 11074 - The WIA Registration screen has been modified to add a new Special Initiative Indicator entitled, "Earn and Learn". This field should not be required. A value may only be entered for MWAs 04, 07, 10, and 31. For further information, please reference Policy Issuance 10-28 and subsequent changes

• The following TAA Service Request has been completed
• SR 11047 - The system has been modified to include Case Management activities when computing TAA participation dates. The participation dates for existing TAA records were recalculated, but records that are exited (inactive) were not affected.

• The following TAA Service Request has been completed
• SR 11079 - Date entry for TAA Quarterly Training Expenditures was extremely slow for MWAs dealing with a large number of records. The system has been optimized to speed up data entry.

• SR 11060 - The TAA Registration screen has been modified to only mandate the changes made from SR 10078 (additional fields required by TGAAA) for records with a registration date after December 12, 2010. Previously OSMIS required the entry of these fields if a registration was created prior to December 13th but was updated after that date.

• SR 11020 - The ability to project/auto-fill hours has been removed from the Welfare Reform Activity - Work Experience. This modification aligns with Welfare Reform policy.

• SR 11051 - The TAA section of OSMIS has been modified so that petitions that are 80,000 and greater produce the same OSMIS screens and options as petitions that are coded 50,000 through 69,999 (Trade Act of 2002 policy) including activity options and edit checks. The programming for petitions 70,000 and higher (Trade and Globalization Adjustment Assistance Act of 2009) was modified to cap at petitions 79,999.

• The following TAA Service Request has been completed
• SR 11032 - The TAA Enter Activities screen has been modified to allow the selection of multiple case management activities at one time. All seven case management activities are now listed separately on the Enter Activities screen under a new group entitle, Case Management. Each case management activity's screen will load up automatically after the completion of the required fields for other services selected. In addition, descriptions have been added to the Case Management activities on the Update/View Participant Activities screen.

• SR 11029 - The WIA Funding Sources/Programs screen has been modified to allow for the entry of the National Emergency Grant (NEG): 2616 - GHSP D/E. This NEG is only available for use by the Oakland County Michigan Works! offices.

• The following ADULT EDUCATION Service Request has been completed
• SR 10075 - The USDOE has changed how race information is collected and categorized. The current "Hispanic" race category will be collected in a new question under a title labeled "Ethnic Group". The remaining categories will be changed from the "select only one" method to a "select all that apply" method. In addition, a new race category will be added on reports labeled "Two or More Races" that will list participants that have indicated they belong to two or more race groupings. This change will affect NRS tables 1, 2 and 12.

• The following WIA Service Request has been completed
• SR 11005 - A new field, "Email", has been added for the entry of customer email addresses on the WIA Registration screen. This field will be populated from the Wagner-Peyser Registration Screen (if applicable), but also may be entered/modified by the User.

Common Measures One-Stop Management Information System - Implemented 11/12/06

As part of the President's budget and performance integration initiative, the U.S. Department of Management and Budget and other federal agencies developed common performance measures for programs with similar goals. Through the implementation of common measures, the U.S. Department of Labor-Employment & Training Administration is able to describe in a similar manner the core purposes of the workforce system: how many people found jobs; did they stay employed; and what did they earn. These changes necessitated modifications to the One Stop Management Information System.

•   The following Service Requests have been completed:
     
  •  SR 6050 - Many Jobseekers are not entering county on their first pass through the CI page. Make the county more prominent in the page, so it's easier to see. Also calculate the county and pre-fill it when the jobseeker has given and address in their registration info. Item #29 & #64 - MWA Suggestion List.
     
  •  SR 6141 - Removed old applicants from the Confidential Information Holding File. The records should be twelve months old. Purge the holding file every 90 days to the date of registration.
