This report produces AEP referral counts for PATH (Work First only) programs, further broken down by several sub-categories as explained below.

Detailed Description

This report produces a table of counts of AEP referrals using the following input parameters: Report Begin Date / Report End Date / MWA, and Carry-in indicator.

Every report cell (row or column), counts PATH registrations that satisfy the following "global" criteria:


1. The registration must belong to the MWA of the corresponding row
   
   MWA_ID = :row_mwa_id
2. The registration must be a Work First program registration
   
   PROGRAM_CODE = 'WF'
3. The registration must be an AEP participant
   
   AEP_PARTICIPANT_IND = 'Y'

The AEP Referrals (A) column is special, in that in addition to the "global" conditions above, it only counts PATH registrations whose referral date is between the report period Begin and End Dates.
All remaining columns (labeled as No Shows (B) through Closures (O)) must, in addition to the same "global" conditions, also satisfy the following common criteria:


• The registration status must be active or pending, or else if inactive, the date it became inactivated must be on or after the Report Begin Date

In addition to the self-explanatory "Michigan Works! Agency (MWA)" column and the "AEP Referral" column explained in the previous paragraph, all other columns are computed as follows:


1. Did not Attend General Orientation: A category of AEP referrals that are inactive and that never attended general orientation (their AEP never started):

   This column is further sub-divided into four mutually exclusive columns:
1. No Shows (B): Subset of the Did not Attend General Orientation category consisting of people who never showed up to attend general orientation and for whom their was no ineligible, closure, or deferral notice. They were alle inactivated by the system:

   AEP_COMPLETED_IND IS NULL AND
   STATUS_CD = 'IN' AND
   INELIGIBLE_DATE IS NULL AND

2. Ineligible (C): Subset of the Did not Attend General Orientation category consisting of people who never attended general orientation but they were deemed ineligible prior to attending orientation:

   AEP_COMPLETED_IND IS NULL AND
   STATUS_CD = 'IN' AND
   INELIGIBLE_DATE IS NOT NULL
3. Deferred (D): Subset of the Did not Attend General Orientation category consisting of people who never attended general orientation, were not deemed ineligible, but got deferred prior to attending orientation:

4. Closures (E): Subset of the Did not Attend General Orientation category consisting of people who never attended general orientation, were not deemed ineligible, did not get deferred, but got a case closure prior to attending orientation:

2. Attended General Orientation -> Sent Bridges AEP Status: Category of AEP referrals that attended general orientation and therefore are considered to have started their AEP. The main column counting all those is column F:

   This column is further sub-divided into two mutually exclusive categories:
1. Completed AEP (G): Subset of the "Began AEP (F)" column consisting of people who completed successfully their 21 day AEP, for whom OSMIS sent the completed AEP status to Bridges upon activation:

   AEP_DHS_TRANSMISSION_DATE IS NOT NULL AND
   AEP_COMPLETED_IND = 'Y'
2. Did not Complete AEP: Category which is a subset of the "Began AEP (F)" column consisting of people who did not complete their 21 day AEP, for whom OSMIS sent the "did not complete" AEP status to Bridges upon inactivation:

   1. Employed (H): Subset of the "Did not Complete AEP" category consisting of people who did not complete their 21 day AEP due to "Employed" reason code:

   5. Did not Complete (L): Subset of the "Did not Complete AEP" category consisting of people who did not complete their 21 day AEP due to the generic "Did not Complete" reason code:

3. Attended General Orientation -> Prior to Sending Bridges AEP Status: Subset of AEP referrals that attended orientation and therefore started their 21 day AEP but were inactivated before sending notification of their AEP status to Bridges. This is typically happening where we get an ineligible or case closed due to income in the daily FIAC file BEFORE we have had a chance to send Bridges the final AEP status of the record. The record itself may show that the participant completed or did not complete any or all AEP weeks. However, the application never had a chance to transmit that final status on the prescribed date to Bridges:

Useful Facts

Generally speaking, the following facts should always be true, regarding the total counts for each column:
1. Column (A) is a special column as explained above. It has a very simple set of criteria, i.e. that the Referral Date of the AEP Participant registration must be within the reporting period's begin and end dates. All other columns take into consideration carry-ins, the status of the registration (when it may have been inactivated) etc. Column A does not. It simply counts Work First registrations whose Referral Date is as described above and whose MWA is that of the corresponding row.
2. (F) = (G) + (H) + (I) + (J) + (K) + (L) + (M) + (N) + (O)
   Column (F) should always be equal to the AEP Referrals that started the 21 day AEP. These should always consist of those referrals that completed/did not complete the 21 day AEP and their AEP status was sent to Bridges (columns G through L), plus those that did not have their AEP status sent to Bridges because they were inactivated prior to completing the 21 day AEP period (columns M through O).
3. Columns (B) + (C) + (D) + (E) always represent those referrals that did not attend general orientation as their super-heading suggests.
4. Columns (M) + (N) + (O) always represent those referrals that started their 21 day AEP but were inactivated before sending its final status to DHS because we received a Case Closure record in the daily FIAC file that caused us to inactivate the registration (i.e. we received a DO or CI code).
